In the spirit of the policy sciences, knowledge should be used to improve the practice of democracy. In today's policy world, communication is a key element of policy making. Too often groups become trapped in promoting their own narrative rather than building bridges to other groups by adopting alternative narratives. In this study, we ask, when involved in a public policy issue, do stakeholders analyze their audience? In other words, do stakeholders consider larger values and beliefs in an attempt to help orient a problem or issues when they move from discussing the issue with like-minded groups to discussing the issue with the general public? Our study uses a survey to examine how stakeholders involved in a river restoration issue switched or did not switch from their own personal message choice to what they believed was the best communication choice for talking about river restoration with the public. Overall, 47% of stakeholders switched their preference when asked how river restoration should be discussed with the public. We examine how attitudinal indicators, background information, and demographics related to which stakeholders switch and which did not switch their choices. The implications of these findings for democracy and policy analysis along with the ethical considerations of the research are discussed.

This paper investigates the effectiveness of monetary policy in Turkey, i.e. a developing country with high inflation, through its impact on the local currency denominated sovereign yield curve. Employing a two-factor, market-based methodology and introducing a new dataset, the study calculates the surprise factor for both actions (monetary policy surprise) and words (communication surprise). Checking their impacts separately, the study finds evidence that the communication provided by the Central Bank of Turkey through Monetary Policy Committee Statements help to extend the impact of the monetary policy to the long end of the yield curve, even during periods of high inflation.

We construct a novel text dataset to measure the sentiment component of communications for 23 central banks over the 2002-2017 period. Our analysis yields three results. First, comovement in sentiment across central banks is not reducible to trade or financial flow exposures. Second, sentiment shocks generate cross-country spillovers in sentiment, policy rates, and macroeconomic variables; and the Fed appears to be a uniquely influential generator of such spillovers, even among prominent central banks. And third, geographic distance is a robust and economically significant determinant of comovement in central bank sentiment, while shared language and colonial ties have weaker predictive power. In order to understand diverging achievements in wind power implementation, the Netherlands, England, and the German state of North Rhine Westphalia are compared in a multiple cases study. The comparison addresses the extent to which wind power, as a new energy technology, has become embedded in existing routines and practices of society. The concept of institutional capacity building is adopted to qualify the trajectories followed, taking into account the interdependent and changing political, economic, environmental and planning conditions. Moreover, attention is focused on the conditions that affect the local planning contexts, because that is the level at which conflicts are eventually played out and where a lack of social acceptance becomes manifest. This comparison partly clarifies diverging achievements in terms of implementation. Local social acceptance is problematic—to various degrees—in all three cases. policymakers and wind project developers do not sufficiently recognise the nature of tensions at the local level. Facilitating local ownership and institutionalising participation in project planning can help to arrive at a better recognition and involvement of the multiple interests (environmental, economic and landscape) that are relevant at the local level of implementation.

This article examines Prilleltensky's concept of psychopolitical validity in terms of its locus within the continuum of individual-relational-collective well-being. It argues that the strength of Prilleltensky's position is its emphasis on the need for structural changes in power relationships rather than the imposition of ameliorative interventions. Political action, however, is necessary to advance human well-being by reducing power inequities. To do so, it is argued requires action that is targeted, measured, and replicable. Empowerment though action alone can become lasting. For that reason, the concept of 'praxis" and its implications for the design of empowerment initiatives need to be understood and incorporated within discussions of psychopolitical validity. An assessment of outcomes from research projects funded by the Joint Fire Science Program was conducted to determine whether or not science has been used to inform management and policy decisions and to explore factors that facilitate use of fire science. In a web survey and follow-up phone interviews, I asked boundary spanners and scientists about how findings from a random sample of 48 projects had been applied and factors that acted as barriers or facilitators to science application. In addition, I conducted an investigation of recent planning documents to determine whether products from the sampled projects were cited. All lines of evidence suggest that information from most (44 of 48) of these projects have been used by fire and fuels managers in some capacity. Science has mostly been used during planning efforts, to develop treatment prescriptions, and to evaluate current practices. Lack of manager awareness was commonly identified as a barrier to application of science. Conversely, activities and organisations that foster interaction between scientists and managers were identified as facilitating the application of science. The efforts of the Joint Fire Science Program to communicate science findings and engage managers has likely contributed to the application of fire science.

Public support for climate policies is essential to underpin their credibility, but evidence suggests that an environmental basis for that support is not strong. It has been suggested that framing climate policies in other terms, such as energy security or job creation, will build a more sustainable political basis for bold climate policies. This approach is explored using data from a survey in 157 UK marginal constituencies. Framing does make a difference to support for the expansion of renewable energy, but not to support for policies on energy efficiency and financial assistance to developing countries. The data also show key differences in levels of support for policies between different socio-demographic and voter groups.
